Victoria Man, LEP

Ms. Man is a Licensed Environmental Professional with 30 plus years of experience in the environmental industry. She has comprehensive knowledge of remedial investigation techniques and strategies, federal and State regulatory requirements, and analytical chemistry. She specializes in tailoring project scopes of work to meet client objectives in a cost-effective manner, while satisfying regulatory requirements and quality objectives.

Ms. Man’s projects routinely require permit applications and interface with CTDEEP and communities through the Environmental Justice Program and outreach programs. Many of her projects have involved characterization of soil and groundwater for disposal or reuse in connection with construction projects and characterization of building materials for hazardous components (asbestos (ACM), lead-based paint and polychlorinated biphenyls (PCBs)). She has experience with CTDOT Task 110, 120, 210, 220, 240, 241, 310, 610, 620, 621 and 910 work.

As Director of Environmental Services at ZUVIC, Ms. Man manages a team of environmental professionals in the conduct of environmental site assessments (ESAs), hazardous building materials evaluations, environmental components of design projects, and work with contractors on construction projects. Personally, Ms. Man has completed numerous Phase I, II and III ESAs, underground and aboveground storage tank closures, soil, vapor and groundwater investigations, and projects requiring permit applications and interface with regulatory agencies. She has prepared environmental plans, specifications and cost estimates for construction projects involving UST and AST removals, polluted soil and groundwater and hazardous building materials. Ms. Man routinely present seminars on management of PCBs to owners, design-build teams and architects.

Relevant Project Experience

Bridgeport West Side Wastewater Treatment Plant, Bridgeport, CT

As project manager and LEP, led a team in the completion of Hazardous Building Materials Assessments (HBMA) of all buildings at the plant, characterization of soil and groundwater, asbestos sampling, testing, lead-based paint assessment, reporting and cost estimation associated with management of hazardous materials during reconstruction of the plant, consultation on the potential presence of PCBs in building materials and soil and implications under the Toxic Substances Control Act (TSCA). Ms. Man prepared an Application for Risk-Based Approval for Cleanup of PCB Remediation Waste that was approved by EPA.

Homeland Towers, Environmental Consulting Services, Various Properties, NY

Project Manager assisting Homeland Towers with environmental issues at several sites slated for tower construction. Work included hazardous materials surveys (ACM and lead-containing paint), remediation of ACM present in soil, characterization and remediation of contaminated soil at a DPW facility, a Phase II/III ESA at a residential property with an UST, and preparation of recommendations for work to be undertaken during construction

Jennings Oil Company, Danbury, CT 

Project manager responsible for oversight of installation of a CTDEEP-approved engineered cap of impacted soil and groundwater, including free product, that remained on the Site as a result of a release of fuel oil at the site. The project also included preparation of various federal/state permits, a Spill Prevention Control and Countermeasure Plan, Stormwater Pollution Prevention Plan, Industrial Wastewater Discharge Permit, Environmental Condition Assessment Form (ECAF), Remedial Action Plan (RAP), opinion of probable cost, an engineered control variance application, an Environmental Land Use Restriction, financial assurance and post-remedial compliance groundwater monitoring. Oversees team in the completion of stormwater sampling/testing/reporting and inspections of the engineered cap.
